My luck goes from bad to worse, so whats the verdict on oily water coming out of the exhaust.

Water is a by-product of combustion and is completely normal. It may mix with soot (another by-product) and give you what you describe. Are you smoking? If so, what color?

Blown head gasket. Check your dipstick for signs of bubbles in your oil. Spark plugs may look clean too on the blown cylinder or cylinders.
