If someone agrees to a race, and then refuses to put up lock in money until he sees that you have a car to race, how is talking about it endlessly going to fix the problem? Either only one of you will run a car, post the slip, and be entitled to collect, or you'll both run and the winner will take the lock-in money and the rest. The problem is that even if one of you has paid lock-in money, there's no guarantee that he will pay the rest. So you're saying you trust the person to pay the rest later if they lock-in, but you don't trust them to pay the full amount if they haven't locked in. I don't see what the difference is.

Your analogy doesn't hold because a dealer wouldn't tell you that you can see your hand if you put in half the money now.

I wouldn't trust that anyone would pay anything later. You should both have to put up the full amount. If that requires racing on the same day then that's what you should do. At least that way if one of you doesn't show up you know it's over and you wasted your time.
