I need to replace the assembly and I would like to know if there is another way besides pulling the whole front bumper skin off.Help!

it Is very tricky to get the bottom bolt.
Those who are skilled at it can do it in a matter of minutes.
Jamie can describe better how it is done, he is one of the above mentioned people.

Needed tools:
Socket wrench, 6" extension, swivel joint, 10mm deep well socket (1/4" drive preferred--3/8" will work, but only makes this worse than it already is) assembled in said order.
Remove the top headlight bolt and the two behind the headlight near the fender. Remove the two outermost bolts holding the upper center of the bumper cover (the two closest to the headlight or all five if doing both lights).
Wedge the extension of the above tool assembly into the gap between the headlight and the bumper cover near the center. Work it down and then over to about where the high beam bulb is. Locate the bolt, pop the socket on top of it, get things as straight as you can, cross your fingers and turn.
